Duties of the Quality and Accreditation Commission

  • To establish, maintain, and improve the quality assurance system encompassing the educational, research, community engagement, and administrative processes of the vocational school.

  • To ensure the coordination of all processes within the scope of the MEDEK program accreditation and the YÖKAK Institutional Accreditation Program (KAP).

  • To define and monitor performance indicators in line with the strategic plan, quality policy, and objectives of the vocational school.

  • To guide commissions that collect feedback from all internal and external stakeholders (students, alumni, employers, staff) and coordinate the related processes.

  • To ensure the preparation of the Self-Assessment Report (SAR), Monitoring Reports, and Improvement Plans, and integrate them into the quality processes.

  • To effectively implement the PDCA (Plan-Do-Check-Act) cycle within quality management practices.

  • To organize information meetings, seminars, and training sessions within the unit to promote a culture of quality.

  • To compile and analyze reports from commissions, coordinatorships, and sub-working groups.

  • To conduct preparations before accreditation visits and systematically archive required documents and evidence.

  • To present monitoring and evaluation results to upper management and follow up on improvement decisions.

  • To prepare the Annual Quality Activity Report and share it with the Departmental Academic Board and the University Quality Coordinatorship.

  • To carry out other quality and accreditation-related duties assigned by the Vocational School Director and the university’s senior management.

Infrastructure / Internal Control Standards Commission – Duty Description

  • To identify the physical infrastructure components (classrooms, laboratories, practice areas, etc.) required for educational activities and to conduct a current state analysis.

  • To create and regularly update an inventory of the tools, equipment, hardware, and software used across the vocational school.

  • To evaluate the adequacy of educational environments within the framework of MEDEK standards, identify deficiencies, and develop improvement proposals.

  • To review occupational health, safety, and accessibility conditions in practice areas such as laboratories, workshops, and greenhouses.

  • To assess the functionality of support units such as the library, internet infrastructure, and computer laboratories, and report improvement suggestions.

  • To contribute to risk analyses conducted by units in accordance with internal control standards and to monitor the preventive measures taken.

  • To guide physical infrastructure processes within the framework of sustainability principles such as recycling, waste management, and energy efficiency.

  • To monitor the compliance of observations, documents, and processes related to the internal control system with the relevant standards.

  • To compile and report up-to-date information regarding infrastructure and internal control systems for submission to external evaluators.

  • To periodically report and archive commission activities to the Quality Commission and present them to senior management when necessary.

  • To identify and classify the types of waste generated in all units of the vocational school.

  • To develop appropriate waste management policies for recycling, reuse, and disposal processes.

  • To plan the processes for separate collection, transportation, and storage of solid, liquid, medical, electronic, and hazardous wastes.

  • To conduct awareness-raising activities to increase environmental consciousness among students, academic, and administrative staff.

  • To inspect the effectiveness of waste collection areas, identify deficiencies, and prepare necessary improvement proposals.

Commission for Evaluation Criteria Regarding Application, Promotion, and Appointment to Faculty Positions – Duty Description

  • Regulatory Compliance Review: To verify whether candidates applying for faculty positions at the Vocational School of Food and Agriculture for the first time or requesting an extension meet the minimum requirements specified in Law No. 2547 on Higher Education, the “Regulation on Promotion and Appointment to Faculty Membership,” and the “Çankırı Karatekin University Promotion and Appointment Directive.”

  • Document Review: To ensure that the commission thoroughly and accurately examines all application documents, including the application petition, CV in YÖK format, list of scholarly works, declaration form showing compliance with minimum requirements, ÇAKÜ Academic Scoring Form, and dossier prepared in line with the scoring table.

  • Preparation of Commission Decision: Based on the evaluation, to draft a reasoned “Commission Decision” stating whether the candidate meets the necessary criteria for appointment or renewal, and submit it to the Vocational School Directorate within the specified time.

  • Scoring and Activity Verification: To ensure that the academic scores declared by the candidates are calculated in accordance with the directive and that required activities listed in Table 4 (Optional Activities) are properly documented.

  • Trial Lecture and Presentation Process (for Assistant Professors): To monitor whether newly appointed Assistant Professor candidates have fulfilled their trial lecture/presentation obligations and ensure the process is conducted in line with the directive.

  • Other Assigned Duties: To carry out additional tasks assigned to the commission by higher education regulations, Senate decisions, the Rectorate, or the Vocational School Directorate.

  • Submission of Official Correspondence: To deliver commission decisions and evaluation reports to the Vocational School Directorate in an official format within the required time frame.

  • Responsibility of the Commission: The commission fulfills all its duties and responsibilities under the authority of the Director of the Vocational School.

  • Principles of Ethics and Objectivity: Evaluation processes must adhere to the principles of impartiality, confidentiality, academic ethics, transparency, and quality assurance.

  • Traceability and Archiving: To ensure traceability and auditability by archiving all evaluation documents, score sheets, and decision texts.

Self-Assessment Commission – Duty Description

  • To prepare the annual Self-Assessment Report (SAR) covering all academic and administrative units of the vocational school, incorporating the views of both internal and external stakeholders.

  • To structure the SAR in accordance with MEDEK criteria, including sections on strengths, areas for improvement, and recommended actions.

  • To document and monitor the functioning of the quality assurance system through the SAR using the PDCA (Plan-Do-Check-Act) cycle.

  • To analyze data from academic, administrative, educational, and social contribution areas provided by various commissions and integrate it into the self-assessment process.

  • To collect and include feedback from internal and external stakeholders (alumni, employers, students, academic/administrative staff, etc.) through surveys, focus groups, and other feedback tools.

  • To develop continuous improvement action plans based on self-assessment findings and submit them to the relevant commissions.

  • To define monitoring indicators for the MEDEK program accreditation process and align them with the self-assessment system.

  • To hold meetings related to the self-assessment process, archive meeting minutes systematically, and submit them to the Quality and Accreditation Commission through the Commission Secretariat.

  • To ensure that the finalized SAR is submitted to the Quality Commission, the Director, and other relevant boards when necessary.
